The goal behind BlockComment was to be able to comment and uncomment blocks of code easily and to nicely format the comment block.
My initial inspiration was EnhancedCommentify (vimscript #23) and ToggleCommentify (vimscript #4) but I have since rewritten BlockComment from the ground up to simplify the code and provide for greater ease of use and maintainability.
